U.S. lagging in modern-day space race

When the Space Shuttle Atlantis made its final landing at the Kennedy Space Center in July 2011, NASA's future plans to launch astronauts were left up in the air.? This, even as other countries, notably China, said they had concrete exploration plans and committed budgets.

In the original space race of the 1950s and 1960s, the Soviet Union launched the first human being, Yuri Gagarin, into orbit in 1961.? The United States gradually caught up; Neil Armstrong was first to walk on the moon in 1969.

In the decades that followed, Russia concentrated on space stations while the U.S. tried to turn its space shuttle into an affordable way to launch astronauts and satellites.? But after the loss of the shuttle Columbia in 2003, the U.S. decided to wind the program down.? ?It is now trying to outsource some launches to private companies such as SpaceX, while NASA, working with a limited budget, develops plans for deep space exploration.

Meanwhile, the Chinese space program moves slowly along.? In June it launched its first female "taikonaut" -- as Chinese astronauts are known -- and performed a docking with an orbiting laboratory.? It talks of establishing its own space station by 2020 and later sending explorers to the moon.

The member states of the European Space Agency have committed more than 10 billion Euro to upgrade their own rockets.? The Europeans will provide the propulsion unit for NASA's newest spaceship, Orion, which has a scheduled test launch in September of next year. But with no mandate from the Obama Administration or Congress, plans to send astronauts back to the moon or on to Mars are, for now, going nowhere.

This week Christiane speaks with George Abbey, a senior fellow in Space Policy at Rice University's Baker Institute for Public Policy, and, from 1996 to 2001, the director of the NASA Johnson Space Center in Houston.

They're back! Holiday office parties return

Unpack the reindeer sweater, ?tis the holiday party season again.

After years forswearing year-end celebrations because of belt tightening, more companies are feeling festive enough to host holiday gatherings, according to several recent surveys.

Close to 83 percent of 100 human resources managers said their companies will host an event this year, including 10 percent who didn?t have a party last year because of the economy, according to preliminary results from the annual Challenger, Gray & Christmas, Inc., holiday party survey.

Don?t expect an extravaganza. Few companies are going back to the champagne and caviar affairs common before the recession.

Instead, they?re opting for more modest or original activities -- a potluck lunch, after-hours party at the office, or volunteering at a food bank followed by dinner at a local restaurant. ?There appears to be a move from the more traditional night out, with dinner and a dance band,? says Robert Hosking, executive director at Robert Half International?s OfficeTeam division, which conducts an annual office party survey. ?I think companies are becoming more creative with this, and allowing employees to come back with recommendations.?

Most people like holiday parties. At companies that hold parties, 79 percent of managers and 75 percent of employees say they enjoy them, according to OfficeTeam?s 2012 office holiday party survey.

But even if office parties turn you into Mr. Grinch, you can?t afford to skip them, says business etiquette expert Barbara Pachter. ?Think of it as a business opportunity,? she says, ?because the people you meet may be interviewing you in three or six months? for a new position or promotion.

If your company is throwing some kind of shindig this season, here?s the experts? advice for making the most of it:

Don?t talk shop. Conversations about work are OK, in moderation. Parties are a chance to get to know co-workers on a different level. ??You can talk about what people are doing for the holidays, what vacations they have coming up,? movies, plays, or sports you or your kids play, Pachter says. ?Then you have a common bond.? Three things Pachter recommends steering clear of: sex, politics and religion. And as hard as it can be, don?t gossip about co-workers. If you get stuck, ?You can listen, but don?t contribute.?

Mingle. Move beyond your usual circle of co-workers and introduce yourself to people you might not run into otherwise. ?It?s a great place to network with more senior people who could influence your career,? Hosking says.?

Leave the thigh-high dress and ripped jeans at home. Think business casual. If you think something?s too suggestive or casual, it probably is, Pachter says.

Look like you?re having fun, even if you?re not. Body language can reveal a lot about a person?s attitude. You might be there under duress, but you don?t need to show it. Frowning, crossing your arms or sitting at the table texting will?broadcast how much fun you?re not having, Pachter says. To boost your confidence talking to higher ups, practice a few ?power poses? before you go, suggests career coach Susan Joyce, in this blog post.

Don?t get plowed. If you?re not a party person, it?s easy to drink too much to make yourself feel more comfortable. Don?t.? A participant in one of the etiquette seminars Pachter teaches shared the story of a young man who got drunk at his company Christmas party, told off his boss and got fired on the spot. ?The next day he couldn?t understand why his badge didn?t work,? she says. If you do over-imbibe, accept any morning-after ribbing. ?It usually blows over,? Pachter says, ?but if you get defensive, they?ve found your vulnerability and it?ll tend to stick around.?

Take pictures, but ask before posting anything online. Despite years of warnings about the damage people can do to themselves and their friends by posting pictures of potentially compromising situations on Facebook or elsewhere, it still happens all the time, Pachter says. Always ask.

Brief your spouse. If you?re bringing a significant other, give them the 411 in advance on co-workers you work with that they should know.

Don?t cut out early. If it?s a dinner, stay through dessert. If there?s dancing, stick around for at least one song.? ?If everyone in your department is staying, you should stay awhile too,? Pachter says.

Stocks end lower on 'fiscal cliff' fears

Stocks closed near session lows in volatile trading Tuesday, with the S&P 500 breaking below 1,400, as ongoing worries over the "fiscal cliff" trumped a batch of positive economic reports and optimism over the Greek deal.

Stocks took another leg lower in the afternoon after Senate Majority Leader Harry Reid said he is disappointed with the little progress made in the recent debt talks. Reid's comments echoed Senator Dick Durbin's cautious statement over the weekend.

The Dow Jones Industrial Average dropped 89.24 points, or 0.69 percent, to end at 12,878.13, dragged by Hewlett-Packard. Intel led the blue-chip gainers.

The S&P 500 declined 7.35 points, or 0.52 percent, to finish at 1,398.94. And the Nasdaq fell 8.99 points, or 0.30 percent, to close at 2,967.79.

The CBOE Volatility Index, widely considered the best gauge of fear in the market, traded above 15.

Most key S&P sectors finished in negative territory, led by banks and energy. Utilities closed higher for a second-straight session.

?Consumer and investors alike are concerned about the fiscal cliff,? said David Kudla, CEO and chief investment strategist at Mainstay Capital Management. ?Market is going to suffer from headline risk until we get to that deal.?

Investors were focused on politicians? efforts to resolve the $600 billion ?fiscal cliff? of automatic tax hikes and spending cuts due to hit the U.S. economy at the end of the year. Negotiations are expected to resume this week as policymakers return to Washington from the Thanksgiving holiday.

European shares were higher after Greece's international creditors secured a deal to reduce the troubled nation's debt by 40 billion euros ($51.9 billion) and changed the debt target for the country to 124 percent of gross domestic product (GDP) by 2020, from 120 percent previously.

?Nothing else matters?everyone is focused on the resolution of the fiscal cliff,? said John Fox, co-manager of the FAM Value Fund. ?Stocks will most likely muddle through until we come to some solution.?

ConAgra agreed to acquire Ralcorp in a deal worth nearly $5 billion to become the biggest private label food company in North America.

Facebook rose to hit a four-month high after Nomura boosted its price target on the social-networking giant to $32 from $27 a share.

Yelp gained after Cantor Fitzgerald raised its rating on the business review site to "buy."

In a quiet day for earnings, home security firm ADT posted better-than-expected earnings and said its board approved a $2 billion share repurchasing program over three years.

Green Mountain and Analog Devices are scheduled to post earnings after the closing bell.

Corning rallied after the glass manufacturer said it sees stronger-than-expected fourth-quarter LCD glass volume and full-year sales of its gorilla glass approaching $1 billion, thanks to robust demand for LCD televisions and other consumer electronic devices in North America and China.

Dollar General will replace Cooper Industries to join the S&P 500 index after the close of trading Friday. The move comes as a result of Eaton's plans to acquire Cooper.

On the economic front, home prices rose for the sixth-consecutive month in September, according to the S&P/Case-Shiller home price index. Meanwhile, consumer confidence rose to its highest level in 4-1/2 years in November, according to the Conference Board.

And durable goods were unchanged in October, according to the Commerce Department.

The government auctioned $35 billion in 2-year notes at a high yield of 0.27 percent. The bid-to-cover was 4.07.

In today?s world of mobile computing with devices that fit in your pocket, the notion that the first computers ever made occupied entire rooms and weighed several tonnes is hard to remember. It seems almost ridiculous too. Weren?t they just in the imagination of Hollywood producers of B-grade science fiction movies? Nope, they were real, and the WITCH is back.

The WITCH computer became the ?world?s oldest original working digital computer? recently when a museum in the UK refurbished the machine and fired it up. The scene must have been akin to a cheesy sci-fi film since unlike today?s computers, the WITCH was beeping, flashing and clunking like nobody?s business. And it read software off paper tape with holes punched into it. The only thing it was missing was those magnetic tape reels, but alas, they appeared in later, more ?advanced? models.

The WITCH isn?t particularly useful anymore outside of its attraction as a museum piece. It can store 90 numbers, so it?s effectively a room-sized calculator. It used flashing valves instead of binary code to store numbers, and it could take five to ten seconds to multiply two numbers together. It was used in atomic research up until 1957 and then as a teaching device until 1973 when it was renamed the Wolverhampton Instrument for Teaching Computation from Harwell (ie WITCH!). In its time, the WITCH was only one of about a dozen state of the art computers in the world.

Given the WITCH was used for several decades without an upgrade, the mammoth computer marks a stark contrast with today?s computing devices which can be swapped out for an upgrade every 12 months (and in some cases even sooner). It would also be hard to see today?s devices working 60 years after their original build date. It can be easy to take our access to cheap computing technology for granted these days. It?s a great thing that a computer like the WITCH is still functioning since it?s a fascinating window into the beginnings of the computer age.

Facebook Censors Picture Of Woman's Elbow That Looks Like A Breast (PHOTO)

Facebook has something against elbows -- at least, elbows that somewhat resemble bare breasts.

That was the conclusion of a recent Facebook experiment perpetrated by the operators of the Theories of the Deep Understanding of Things (TOTDUOT) Tumblr set out to show the error of the social media giant's censor-happy ways.

In order to prove their point, the people behind the Tumblr posted a photo that showed a woman in a bathtub, her elbows propped up on the sudsy sides. However, at first glance, one of the elbows could be confused for the "giant left breast on a one-armed woman," as the Daily Dot writes.

Facebook only gave it the one glance.

On Sunday, within 24 hours of its posting, the photo was removed and an email was sent to TOTDUOT, notifying the group that their picture had violated the site's Statement of Rights and Responsibilities. In Article 3 (Safety), Section 7 of the code, Facebook states, "You will not post content that: is hate speech, threatening, or pornographic; incites violence; or contains nudity or graphic or gratuitous violence."

"FB moderators can't tell an elbow from a dangerous, filthy, uncanny and violent female breast," TOTDUOT wrote in response to the picture's removal. "No questions were asked the and the post is down > Imagine our surprise."

After Gawker wrote about the censoring on Monday, Facebook sent a statement to the site apologizing for the error.

Just wanted to reach out and let you know that we have restored the photo. We made a mistake and sent an apology to the original poster.

Facebook's Article 3 (Safety), Section 7 has provoked protest in the past, especially in regards to the censorship of photos of breastfeeding mothers.

In February, a small group of women conducted a "nurse-in" inside the building that houses Facebook's NYC office, demanding that the site stop taking down their breastfeeding shots, Metro notes.

"Facebook receives hundreds of thousands of reports every week, and as you might expect, occasionally we make a mistake and remove a piece of content we shouldn't," a Facebook representative told Metro at the time. "When this happens, we work quickly to address it by apologizing to the people affected and making any necessary changes to our processes to ensure the same type of mistakes do not continue to be made. We encourage people to re-upload the photos they believe were removed in error."

In a positive sign for the U.S. economy, shoppers took advantage of deep discounts?both online and in?stores over the?Thanksgiving holiday weekend.

Black Friday?online sales topped $1 billion for the first time, according to?comScore, which measures online behavior.

Amazon.com was the most-visited retail website on Black Friday. Wal-Mart's website was second, followed by sites run by Best Buy, Target and Apple, comScore noted.

E-commerce accounts for less than 10 percent of consumer spending in the United States. However, it is growing much faster than bricks-and-mortar retail as shoppers are lured by low prices, convenience, faster shipping and wide selection.

More brick-and-mortar stores were open on?Thanksgiving this year, with retailers such as Target, Sears and Toys R Us joining in, while others including Wal-Mart and Gap either extended their operating hours or had more stores doing business.

Traditionally, stores had waited until Black Friday, the day after the U.S. Thanksgiving holiday, to make their big push. ?

U.S. retailers' sales over the four-day holiday weekend increased an estimated 12.8 percent, according to?a survey from the National Retail Federation.

More than?35 million Americans visited retailers? stores and websites Thursday ? up from 29 million last year,?according to the?survey. Despite concerns that the early?Thanksgiving hours would cut into Black Friday results, nearly 89 million Americans still shopped on Black Friday -- up?3.1 percent over the 86.2 million who shopped that day last year.

After years of belt-tightening in a tough economy, Americans this year were?apparently in the mood to shop.?An estimated 139.4 million adults visited U.S. stores and websites from Thanksgiving through Sunday, up from 131 million last year, according to?the National Retail Federation. Total spending for the weekend rose to $59.1 billion from $52.4 billion last year.

?From green beans to great deals, millions of Americans found time this Thanksgiving to make the most of retailers? promotions and enjoy a special family holiday,? said NRF President and CEO Matthew Shay.?

When accounting for people who shopped on more than one day, the total number of visits to stores and websites was 247 million, up from 226 million last year. Shoppers also spent more --?$423 compared to?$398 last year.

The survey, conducted Nov 23-24 by BIGinsight for NRF, polled 4,005 consumers and has a margin of error of plus or minus 1.6 percent. The number of shoppers for Sunday is estimated.?

Consumer spending accounts for about 70 percent of U.S. economic activity.?

?There?s no question that millions of people were drawn to retailers? aggressive online promotions this weekend, making sure to research and compare prices days in advance to ensure they were getting the best deal they could,? said BIGinsight Consumer Insights Director Pam Goodfellow in a statement. ?However, with shopper traffic increasing at department, discount, and clothing stores over the weekend, it?s clear that consumers still recognize Black Friday as one of the biggest shopping days of the year, as they have for decades.??

Iraqi Kurds send more troops into standoff with Iraq army

ARBIL, Iraq (Reuters) - Iraq's Kurdish region has sent reinforcements to a disputed area where its troops are involved in a standoff with the Iraqi army, a senior Kurdish military official said, despite calls on both sides for dialogue to calm the situation.

The second military buildup this year illustrates how far relations between Baghdad's central government, led by Shi'ite Muslim Arabs, and ethnic Kurds have deteriorated, testing Iraq's federal cohesion nearly a year after U.S. troops left.

Baghdad and Iraq's autonomous Kurdistan region earlier this week began sending troops to an area over which they both claim jurisdiction, raising tensions in a long-running feud over land and oil rights.

More Kurdish troops and tanks were mobilised on Saturday and headed towards the disputed areas, the deputy minister for Kurdish military affairs said late on Saturday, adding that they would hold their positions unless Iraqi forces made a move.

"If they overstep the line, we will strike them," Anwar Haji Osman said.

The Iraqi army and Kurdish troops have previously come close to confrontation only to pull back at the last moment, flexing their muscles but lacking any real appetite for a fight.

Iraq's speaker of parliament, who visited Kurdish President Massoud Barzani on Friday, said "significant progress" had been made towards defusing the standoff and that a meeting between military leaders from both sides would be held on Monday in the Defence Ministry in Baghdad.

Washington intervened to end a similar standoff in August and is again in contact with Iraqi and Kurdish officials to ease tension mounting over the formation of a new command center for Iraqi forces to operate in the disputed areas.

Kurds say the Dijla Operations Command is a threat to them and an attempt by Prime Minister Nuri al-Maliki to seize control over the oil rich territories along the internal border that demarcates the Kurdish region from the rest of Iraq.

Maliki says the Dijla Operations Command is necessary to keep order in one of the most volatile parts of the country.

Barzani on Saturday turned down an invitation from Shi'ite cleric and lawmaker Moqtada al-Sadr to meet with Maliki to discuss the situation.

In a statement posted on the Kurdistan regional government's website, Barzani's spokesman said he had refused because the matter was not personal, but rather a result of Maliki's "constant non-commitment to the constitution".

The latest flare-up began one week ago when Iraqi troops went after a fuel smuggler who had taken refuge in the office of a Kurdish political party in Tuz Khurmato, 170 km (106 miles) north of the capital, sparking a clash with Kurdish Peshmerga fighters in which one passerby was killed.

Maliki has sparred more aggressively with Barzani since the withdrawal last year of U.S. troops who had served as a buffer between the federal Baghdad government and Kurdistan.

Brash boxer 'Macho' Camacho dies in Puerto Rico

SAN JUAN, Puerto Rico (AP) ? Hector "Macho" Camacho was a brash fighter with a mean jab and an aggressive style, launching himself furiously against some of the biggest names in boxing. And his bad-boy persona was not entirely an act, with a history of legal scrapes that began in his teens and continued throughout his life.

The man who once starred at the pinnacle of boxing, winning several world titles, died Saturday after being ambushed in a parking lot back in the Puerto Rican town of Bayamon where he was born. Packets of cocaine were found were found in the car in which he was shot.

Camacho, 50, left behind a reputation for flamboyance ? leading fans in cheers of "It's Macho time!" before fights ? and for fearsome skills as one of the top fighters of his generation.

"He excited boxing fans around the world with his inimitable style," promoter Don King told The Associated Press.

Camacho fought professionally for three decades, from his humble debut against David Brown at New York's Felt Forum in 1980 to an equally forgettable swansong against Saul Duran in Kissimmee, Florida, in 2010.

In between, he fought some of the biggest stars spanning two eras, including Sugar Ray Leonard, Felix Trinidad, Oscar De La Hoya and Roberto Duran.

"Hector was a fighter who brought a lot of excitement to boxing," said Ed Brophy, executive director of International the Boxing Hall of Fame. "He was a good champion. Roberto Duran is kind of in a class of his own, but Hector surely was an exciting fighter that gave his all to the sport."

Camacho's family moved to New York when he was young and he grew up in Spanish Harlem, which at the time was rife with crime. Camacho landed in jail as a teenager before turning to boxing, which for many kids in his neighborhood provided an outlet for their aggression.

"This is something I've done all my life, you know?" Camacho told The Associated Press after a workout in 2010. "A couple years back, when I was doing it, I was still enjoying it. The competition, to see myself perform. I know I'm at the age that some people can't do this no more."

Former featherweight champion Juan Laporte, a friend since childhood, described Camacho as "like a little brother who was always getting into trouble," but otherwise combined a friendly nature with a powerful jab.

"He's a good human being, a good hearted person," Laporte said as he waited with other friends and members of the boxer's family outside the hospital in San Juan after the shooting. "A lot of people think of him as a cocky person but that was his motto ... Inside he was just a kid looking for something."

Laporte lamented that Camacho never found a mentor to guide him outside the boxing ring.

"The people around him didn't have the guts or strength to lead him in the right direction," Laporte said. "There was no one strong enough to put a hand on his shoulder and tell him how to do it."

George Lozada, a longtime friend from New York who flew to Puerto Rico on Saturday, recalled that just hours after he was released from prison after serving a murder sentence, he received a call from Camacho, who was waiting outside his apartment in a black Porsche.

"He said, 'Come down, I'm taking you shopping,'" Lozada said, wiping away tears.

"Because of him, man, I got what I got today," he said, pointing to pictures on his smartphone of his 6-year-old daughter. "Because of Hector, I stopped the drug scene ... He's helped so many people."

Drug, alcohol and other problems trailed Camacho himself after the prime of his boxing career. He was sentenced in 2007 to seven years in prison for the burglary of a computer store in Mississippi. While arresting him on the burglary charge in January 2005, police also found the drug ecstasy.

A judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail, though, after violating that probation.

Camacho's former wife, Amy, obtained a restraining order against him in 1998, alleging he threatened her and one of their children. The couple, who had two children at the time, later divorced.

He divided his time between Puerto Rico and Florida in recent years, appearing on Spanish-language television as well as on a reality show called "Es Macho Time!" on YouTube.

Inside the boxing ring, Camacho flourished. He won three Golden Gloves titles as an amateur, and after turning pro, he quickly became a contender with an all-action style reminiscent of other Puerto Rican fighters.

Long promoted by Don King, Camacho won his first world title by beating Rafael Limon in a super-featherweight bout in Puerto Rico on Aug. 7, 1983. He moved up in weight two years later to capture a lightweight title by defeating Jose Luis Ramirez, and successfully defended the belt against fellow countryman Edwin Rosario.

The Rosario fight, in which the victorious Camacho still took a savage beating, persuaded him to scale back his ultra-aggressive style in favor of a more cerebral, defensive approach.

The change in style was a big reason that Camacho, at the time 38-0, lost a close split decision to Greg Haugen at Caesar's Palace in Las Vegas in 1991.

Camacho won the rematch to set up his signature fight against Mexico's Julio Cesar Chavez, this time at the Thomas & Mack Center in Las Vegas. Camacho was roundly criticized for his lack of action, and the Mexican champion won a lopsided unanimous decision to retain the lightweight title.

"Even though people say I beat him easily, it wasn't that way," Chavez told Mexico's ESPN-Radio Formula this week. "He was a very fast fighter, he faced everything and it was very hard for me."

"He revolutionized boxing, Chavez said. "It's a shame he got mixed up in so many problems."

After that loss, Camacho became the name opponent for other rising contenders, rather than the headliner fighting for his own glory.

He lost a unanimous decision to another young Puerto Rican fighter, Trinidad, and was soundly defeated by De La Hoya. In 1997, Camacho ended Leonard's final comeback with a fifth-round knockout. It was Camacho's last big victory even though he boxed for another decade.

The fighter's last title bout came in 1997 against welterweight champion Oscar De La Hoya, who won by unanimous decision. Camacho's last fight was his defeat by Saul Duran in May 2010. He had a career record of 79-6-3.

Doctors pronounced Camacho dead on Saturday after he was removed from life support at his family's direction. He never regained consciousness after at least one gunman crept up to the car in a darkened parking lot and opened fire.

No arrests and have been made, and authorities have not revealed many details beyond the facts that police found cocaine in the car and that the boxer and his friend, who was killed at the scene, had no idea the attack was coming. "Apparently, this was a surprise," said Alex Diaz, a police spokesman.

Survivors include his mother; three sisters, Raquel, Estrella and Ester; a brother, Felix; and four sons, Hector Jr., Taylor, Christian and Justin.

CAIRO ??It was no Black Friday in Gaza, where the cease-fire was in effect for a second day.

There was some bloodshed ? Israeli soldiers fired on Palestinian farmers who wandered into the prohibited 'buffer zone' near the border check on their farmland ? but otherwise the first phase of the truce has worked.

Now the difficult part begins: Turning a halt in hostilities into a better future for Palestinians and Israelis.

In the near term, that will mean hard negotiations mediated by Egypt?s Islamist President Mohammed Morsi.


Israel insists on a stoppage of weapons smuggling through Gaza's Rafah border crossing with Egypt.

Hamas demands the lifting of the 6-year-old blockade of Gaza which some say has turned the strip into an "open prison".

Both sides this week agreed in principle to these concessions, but left the details for later. That could take a while, but what's different now is the presence of Morsi ? backed by the United States ? in the process.

A Palestinian farmer was killed and ten more were injured trying to reach farmland along the Israeli-Gaza border. The Israeli military is prohibiting farmers from reaching their land in the Palestinian side of the border, putting strain an already tense cease-fire agreement. NBC's Ayman Mohyeldin reports.

Although facing widespread criticism at home, where he is accused of a constitutional power grab, Morsi is a formidable mediator having been endorsed as a key regional player by President Barack Obama and Secretary of State Hillary Clinton.

He's the leader of an Arab state with influence over radical Palestinian groups like Hamas, seems determined to be a U.S. ally and seeks a civil, if more formal, relationship with Israel.

So, rather than locking horns, separating, and reloading to fight another day, Israel and Hamas will at least have someone they respect to complain to.

The hope is that, over time, negotiations and not rocket fire or airstrikes will become the new habit of "discourse" between enemies. That could be a pipe dream unless Morsi, the Mediator, becomes Morsi, the Enforcer, as well. Will he crack down on the smuggling? Destroy the tunnels? Or will he side with his "ideological cousins" inside Hamas?

Fresh from winning praise for brokering the Gaza cease-fire, Mohammed Morsi sets Egyptian politics ablaze by granting himself sweeping new powers. NBC's Jim Maceda reports.

It's too soon to say. For now, few on either side of the Gaza border doubt that this truce will be short lived. As Gazans celebrated the end of their immediate suffering, a poll showed that 70 percent of Israelis disagree with the truce. After generations of bloodshed and crisis, mistrust is deeply entrenched.

It is significant that Obama seems to believe that Morsi can be the "missing link" that moves that moribund peace process forward. On Wednesday, when he thanked the Egyptian president for his "commitment to regional security" following the announcement of the cease-fire, Obama added that he and Morsi agreed to work towards a "more durable solution" to the situation in Gaza.

Morsi may be just the partner with leverage over the Palestinians that Obama needs to try his hand at Middle East peace-making himself.

But first, Morsi will have to prove he can enforce a cease-fire as deftly as he brokered one.

SFR to make fewer job cuts than expected: report

PARIS (Reuters) - French mobile operator SFR is planning to announce lower-than-expected job cuts on Wednesday, French daily Le Figaro reported on Saturday, citing an unidentified source close to the matter.

The French daily said that instead of the 2,000-job cuts expected by unions in the summer the number would be "less than 1,000."

A person close to SFR said the newspaper's estimate was realistic but declined to provide more details about the news to be made public at a workers' council meeting on Wednesday.

SFR is seeking to make 500 million euros ($647.93 million)in cost cuts in 2013 on top of the 450 million euros already targeted for 2012 as it grapples with low-cost competition, union sources told Reuters in July.

SFR, which is controlled by French media group Vivendi , declined to comment on Saturday.

New Advice on Home purchase after relocation - can ... - Zillow Real ...

About 1 year ago I got a job promotion in California.? I relocated from Minnesota and have a home in Minnesota.? I currently rent my house in Minnesota, no profit, pretty much a wash with my mortgage payment.
Shortly after my relocation, my home in Minnesota was damaged by a tornado, to the tune of 65k in repair costs, insurance paid for that.
My fiance and I would like to purchase a home in California.? Which we should be able to do, however there are more repairs needed at the house in Minnesota, and the renters are not taking care of the house.? Some repairs that are needed could have been prevented if they had contacted us sooner.. I digress.

So here we have a home (in my name) in Minneapolis, want to buy a home in California.? The home in Minneapolis is just a drain at this point, we want to get new renters in but now have to clean and repair the home. And there is no equity in the home, it is now worth less than we owe.

Can we short sale and buy another home. I hate renting and of course would rather own.? With all the things that has happened to our other home, it is losing us money.

HELP, what would you do.. or what is a good option?

Science fund cuts could hurt EU recovery, scientists warn

LONDON (Reuters) - Cutting science funding in the European Union would threaten economic recovery in the bloc, the heads of scientific organisations said on Friday after such cuts were proposed.

"We believe it would be deeply damaging to future economic growth if we were to cut funding now," Andrew Harrison, director general of Grenoble-based neutron research centre the Institut Laue-Langevin, told Reuters.

EU leaders on Friday abandoned talks to find a deal on the bloc's budget for 2014-2020 but European Council President Herman Van Rompuy, who chaired the summit, proposed cuts in a number of areas, including research and innovation, in an effort to reach a deal.

According to a document seen by Reuters, Van Rompuy's proposal penciled in a 139.5 billion euro ($180.8 billion) budget under the competitiveness-for-growth heading, which includes the EU's flagship Horizon 2020 research funding programme.

This is a further cut from a Van Rompuy proposal earlier this week of 152 billion euros and down sharply from an original Commission proposal of 164 billion euros.

Although it is unclear if there would be any knock-on effect from the proposed cuts on Horizon 2020 when talks resume early next year, the original budget for the research programme was 80 billion euros, roughly half the original pot.

European scientists, whose funding is already under pressure from the economic downturn, will be alarmed at the prospect of cuts to one of the biggest science budgets in the world.

Harrison, of the Grenoble-based research centre, joined in a lobbying effort with seven other world-leading research organisations calling on the Commission to defend science funding ahead of the budget summit.

In a letter to Commission President Jose-Manuel Barroso that was also signed by Rolf Heuer, director general of the CERN research centre near Geneva, the organisations warned that science should be central to Europe's long-term prosperity.

"At a time when a return to growth is the most pressing policy priority across Europe, it is absolutely vital that investment in our scientific resources (both human and technical) is sustained," they said.

The signatories also included Iain Mattaj, head of the European Molecular Biology Laboratory; Alvaro Gimenez Canete, director of science and robotic exploration at the European Space Agency and Tim de Zeeuw, head of the European Southern Observatory (ESO).

"We are all world leading in our fields," said Harrison. "We are cautioning very strongly against cuts now."

LONG-TERM BENEFITS

Harrison said that although researchers needed to do a better job in demonstrating the economic value of research, there was no doubt about the long-term benefits of investment in science.

"Europe is not going to compete in the mass labour market or in natural resources, we are only going to compete because we are smarter," he said. "Right now I'm not fantastically confident."

Van Rompuy's proposal earmarked nearly 13 billion euros for specific projects, including Galileo, the European replacement for the Global Positioning System satellite network, and the ITER nuclear fusion research project.

But Horizon 2020 will be the mainstay of EU research grants and the implications for the funding programme remain unclear.

"Science isn't going to die if they don't implement Horizon 2020 fully," said Bruno Leibundgut, director for science at ESO. "But these countries are going to suffer from this five or 10 years down the line."

Austin, Scandrick hurt for Cowboys vs. Redskins

(AP) ? Cowboys receiver Miles Austin and cornerback Orlando Scandrick left Thursday's game against Washington due to injuries.

Austin strained his right hip and Scandrick hurt his left hand. The Cowboys said after halftime that neither player would return.

Austin came down hard in the back of the end zone on the opening drive of the game when he took a hit from linebacker London Fletcher on an incomplete pass. Austin also had been knocked to the ground by Fletcher after an earlier incomplete pass.

Dallas was already without receiver Kevin Ogletree, who was inactive because of a concussion sustained Sunday.

Scandrick was hurt when he was trying to make a tackle and was hit by teammate Anthony Spencer. Scandrick ran straight to the sideline holding his arm.

The team initially said Scandrick was being evaluated for a forearm injury.

Holiday shopping marathon starts as consumer sentiment shaky

NEW YORK (Reuters) - Add this to the list of things some people are thankful for: stores open on Thanksgiving Day. That's how Janet Guerrero, 24, felt when shopping on Thursday afternoon at a Wal-Mart in Westbury, Long Island, because she had nothing to wear to dinner. "It's an emergency," she said.

This year, Target Corp has joined Wal-Mart and Gap Inc in being open at least part of the day, and some retailers will be open throughout the day, a trend that began to take hold in 2011.

Walmart's U.S. discount stores, which have been open on Thanksgiving Day since 1988, will offer some "Black Friday" deals at 8 p.m. local time and special deals on some electronics at 10 p.m. Target has moved its opening from midnight to 9 p.m. on Thursday and Toys R Us is opening at 8 p.m.

"It's a recognition that retailers need to be more aggressive and want to show their physical stores are important," Moody's senior analyst Charles O'Shea said.

While he didn't see enormous crowds out in Vauxhall, New Jersey, he did see about 15 people lined up already at a Best Buy, which opens at midnight. At a Target in Westbury, only two lone shoppers were in line for a 9 p.m. opening. Still, for retailers, any crowd could make the effort worth it.

"It's a finite pie - if you can get a bit more by being open, then do it," O'Shea said.

Other retailers, such as J.C. Penney Co Inc, are holding out and will not open until Friday morning, so shoppers trying to get all the deals will need a lot of stamina.

"The retailers are taking what was a very plannable sport that was four or five hours where you can get things done and turned it into a marathon," Trutina Financial Chief Investment Officer Patty Edwards said. "I think the retailers have diluted the sport."

Even some higher-end retailers had select stores open on Thursday. But crowds were thin at the flagship Lord & Taylor on 5th Avenue, where workers voluntarily signed up for holiday shifts for an extra compensation day and holiday pay.

At other stores, workers were not so happy to have early openings encroach on their Thanksgivings. A petition asking Target to "save Thanksgiving" had 371,606 supporters as of Thursday afternoon.

But shopper Pamela Herman, 54, who works in marketing at Mt. Sinai hospital, was drawn in by the extra discount of 50 percent on already reduced items and said she would not have bothered to come in without the sale.

Traditionally, retailers enticed shoppers with "doorbuster" deals early Friday morning. Then they shifted to midnight following Thanksgiving. But many shoppers lured into stores by earlier openings on Thursday may just be window shopping.

More than 50 percent of consumers will do some form of "showrooming" during the Black Friday weekend, said Kevin Sterneckert, vice president of retail research at Gartner Group.

"They will buy things because they looked at it in the store. They will touch and feel what they are interested in and then buy it online on Monday, either from the same retailer or a different online retailer," Sterneckert said.

At the Kmart on 34th Street in Manhattan, Charles Montague, a 55-year-old mover, was browsing the aisles just to kill time. "I don't holiday shop," he said emphatically. "I buy stuff all year long, not during some man-made holiday."

That window shopping has not put a crimp into online sales, however. Online Thanksgiving 2012 sales are already up 16.4 percent over Thanksgiving 2011 for the same period, which measured through 3 p.m. EST (2000 GMT), according to IBM.

THE RESULTS MATTER

The stakes are high for U.S. retailers, which can earn more than a third of their annual sales in the holiday season. Investors hope holiday sales will help retail stocks cap a strong year. The Standard & Poor's retail index is up almost 27 percent this year, compared with a 10.6 percent increase for the broader S&P 500.

The National Retail Federation, an industry trade group, forecast a 4.1 percent increase in retail sales during the November-December holiday period this year, down from the 5.6 percent increase seen in 2011.

Consumers heading into the holiday shopping season remain worried about high unemployment and possible tax increases and government spending cuts in 2013. Also, lasting effects of Sandy, the storm that lashed the densely populated East Coast in late October, could cut into how much shoppers can spend on the holidays.

According to a Reuters/Ipsos poll, two-thirds of shoppers said they were planning to spend the same amount as last year or were unsure about spending plans, while 21 percent intend to spend less and 11 percent plan to spend more.

"My family decided not to buy (Chanukah) presents this year - only for the kids. It's too expensive," said graduate student Danielle Slade, 29, from Jericho, Long Island.
