Striking South Africa truck drivers hold new wage talks

JOHANNESBURG (Reuters) - South Africa's transport union SATAWU and employers held wage talks on Tuesday trying to end a two-week-old truck driver strike that has hampered deliveries of fuel, cash and consumer goods in the continent's biggest economy.

The truckers have asked for sympathy strikes by port and rail workers. If paralysis spreads in the transport sector, it would be a further deterioration in investor sentiment that has pushed the rand to 3-1/2 year lows against the dollar.

Large parts of the mining sector have been brought to a standstill in the last two months by wildcat labor unrest by more than 75,000 miners - about 15 percent of its work force.

Almost 50 people have been killed in the current labor strife - 34 of them by shot dead by police on August 16 in the deadliest security incident since the end of apartheid in 1994.

President Jacob Zuma's ruling African National Congress has been criticized for letting the strikes spiral. Moody's ratings agency downgraded South African government bonds a notch last month, saying ineffectual governance was posing long term economic risk.

More than 20,000 striking truck drivers have taken to the streets in often violent protests, demanding annual wage increases of 12 percent for two years - more than double the inflation rate. Employers have offered a total 18 percent pay rise over that same period.

"We are willing to compromise on our demands, but only as long as the employers do the same," said Vincent Masoga, spokesman for the South African Transport & Allied Workers' Union.

An employer's body said last week the freight industry was losing around 1.2 billion rand ($135 million) in turnover each week due to the strike.

Affected companies include logistics groups Imperial Holding, Super Group, Grindrod, Barloworld and Bidvest. If the protests expand to rail and ports, they would hit exports of coal and other minerals.

The mining strikes look set to knock already shaky economic growth in the world's top platinum-producing state. South Africa is also a major supplier of gold, coal and iron ore.

Local media reports suggested the truckers strike was also having adverse effects on Zimbabwe, which receives a steady supply of goods over road from its larger neighbor.

On Monday, a local government workers' union said it also planned a protest in the next few days in a first sign of the labor unrest spreading into the public sector. ($1 = 8.8828 South African rand)

Types of Tennis Surfaces

It causes the tennis ball to slide more and rebound lower than usual. The ball bounce will determine the health of the grass and when it was mowed. Grass courts are not used frequently as it is costly to maintain and also requires time to dry after a rainfall. Hard courts are common tennis courts and are made of plastic, asphalt or cement. The ball bounce can be predicted better on these courts. On clay courts, the ball bounce is slow and the forward motion is less. Matches can take longer time to finish and is favored by players who are defensive. Carpet courts are generally used only for indoor tennis. The surface depends on the thickness, materials and texture of the carpet.

Research on enhanced transmissibility in H5N1 influenza: Should the moratorium end?

ScienceDaily (Oct. 9, 2012) ? How can scientists safely conduct avian flu research if the results could potentially threaten, as well as save, millions of lives? In a series of commentaries appearing on Tuesday, October 9 in mBio?, the online open-access journal of the American Society for Microbiology, prominent microbiologists and physicians argue the cases both for and against lifting a voluntary moratorium on experiments to enhance the ability of the H5N1 virus to move from mammal to mammal, so-called "gain-of-function" research, and discuss the level of biosecurity that would be appropriate for moving that research forward.

In January 2012, in response to the controversy caused by the unprecedented recommendation iof an advisory board to the government to redact methods sections of two research studies showing how genetic changes could make H5N1 become transmissible between mammals, a group of influenza researchers agreed to a voluntary pause on any research involving highly pathogenic avian influenza H5N1 viruses leading to the generation of viruses that are more transmissible in mammals. Despite both articles eventually being published in full in May and June 2012, the research moratorium remains in place.

"The scientific community and the greater society that it serves are currently engaged in a vigorous debate on whether and how to carry out experiments that could provide essential information for preparedness against a pandemic of avian influenza. To foster discussion and to provide a venue to record the arguments for or against this moratorium, mBio? has commissioned a series of views from experts in the field," write Arturo Casadevall of the Albert Einstein School of Medicine, editor-in-chief of mBio?; and Thomas Shenk of Princeton University, Chair of the ASM Publications Board, in an introductory editorial.

Enhancing and analyzing the transmissibility of the H5N1 virus could, on the one hand, provide insights that could help prevent or treat a future outbreak of H5N1 , or, on the other hand, it may provide a roadmap for a "bad actor" to deliberately bring about an influenza pandemic or lead to an inadvertent release of a virus with enhanced transmissibility.

Authors of the commentaries are prominent scientists, including:

  • Ron Fouchier of Erasmus MC Rotterdam in The Netherlands, Adolfo Garc?a-Sastre of the Mount Sinai School of Medicine, and Yoshihiro Kawaoka of the University of Wisconsin-Madison, lead authors of the two papers that began the controversy, argue that in the eight months since the moratorium was agreed upon, the international research community has had sufficient time to review biosafety and biosecurity measures and that H5N1 transmission studies ought to proceed.
  • Anthony Fauci, Director of the National Institute of Allergy and Infectious Diseases contributes his voice as a representative of an organization that is a key funder of influenza research. Although Fauci acknowledges that the benefits of gain-of-function research outweigh the risks, he argues that scientists have yet to fully meet their responsibility for engaging the public in weighing these matters and making the case for proceeding. He outlines how the U.S. government plans to augment policy guidelines related to "dual use research of concern" like the experiments on enhanced influenza transmission.
  • Marc Lipsitch and Barry R. Bloom of the Harvard School of Public Health explain why they view H5N1 with enhanced transmissibility as a "potential pandemic pathogen,"representing an even greater threat to global health than Ebola and other biosafety level 4 (BSL-4) pathogens. They argue that research on enhanced H5N1 and other potential pandemic pathogens requires a new, more stringent set of guidelines for safety, thorough public discussion of the risks and benefits involved, and global guidelines for laboratory procedures, among other measures to minimize the risk of laboratory-released infections or epidemics.
  • Ian Lipkin of Columbia University argues that once research on enhanced strains of H5N1 continues it may be advisable to conduct the work only in BSL-3 Ag laboratories that meet additional, enhanced guidelines for handling agents with pandemic potential. Lipkin proposes that any course should be charted in consultation with and oversight from the global scientific and regulatory community.
  • Stanley Falkow of Stanford University provides perspective on the H5N1 research moratorium based on his own experiences with a similar situation in the 1970s, when research in recombinant DNA techniques was halted while a committee of scientists and non-scientists could establish a set of guidelines for conducting the work safely. Falkow argues that research on H5N1 viruses with enhanced transmissibility should move forward once scientists work with the public to establish standardized guidelines using common sense and scientific creativity.

"This is a historic time in science," says Casadevall. mBio? has solicited the views of experts in the field, he says, in order to provide a venue for recording the arguments for and against continuing H5N1 gain-of-function research. "Society is asking for a pause of research that is perhaps the best defense against pandemics because of concern about both biosafety and biosecurity." With the research moratorium continuing well past the 60-days originally planned, it is time these conflicting views were aired in a public forum, he says.

Merkel lands in Greece as protesters mass on streets

ATHENS (Reuters) - Germany's Angela Merkel arrived in Greece on her first visit since Europe's debt crisis erupted here three years ago, braving protests to deliver a message of support - but no new money - to a nation hammered by recession and fighting to stay in the euro.

Thousands of Greeks defied a ban on protests, gathering in Syntagma square in central Athens as Merkel's plane touched down. Two protesters dressed in German military uniforms waved a red-black-and-white swastika flag and held out their arms in the Nazi salute.

Many Greeks blame Merkel for forcing painful cuts on Greece in exchange for two EU-IMF bailout packages totaling over 200 billion euros.

Police have readied 6,000 officers, including anti-terrorist units and rooftop snipers, to provide security during the six-hour visit. German sites in the Greek capital, including the embassy and Goethe Institute, are under special protection.

Merkel was given the red carpet treatment and full military honors at Athens airport. Prime Minister Antonis Samaras greeted her with a handshake as she exited the German air force jet. A band played the German and Greek national anthems.

In the centre of Athens, the reception was less warm. On Syntagma square, banners read "Merkel out, Greece is not your colony" and "This is not a European Union, it's slavery".

"We don't want her here. Merkel go home!," said Maria Dimitriou, a 40-year-old unemployed woman who travelled to Athens from southern Greece to protest. "They've turned our lives into hell."

After steering clear of Greece for the past five years, Merkel decided to visit for several reasons.

She wants to show support for Samaras, a fellow conservative, as he struggles to impose more cuts on a society fraying at the edges after five years of recession.

At a joint appearance before the press in the afternoon, she is expected to confirm her desire to keep Greece in the euro zone, after members of her government flirted with the idea of an exit earlier this year.

With a year to go until Germany holds an election, Merkel also hopes to neutralize opposition criticism that she has neglected Greece and contributed to its woes by insisting on crushing budget cuts.

"Her visit to Athens is primarily about political positioning, and the opportunity to clarify her position on Greece," said Alex White, an analyst at J.P. Morgan.

RISK OF VIOLENCE

Teachers, doctors and other public employees stopped work on Tuesday in a gesture of protest, while trade unions and opposition political parties took to the streets, risking confrontation with police.

Demonstrations in Athens have a habit of turning violent, hijacked by radicals armed with petrol bombs and rocks ripped from the streets.

Greece is in talks with its "troika" of lenders - the European Union, European Central Bank and International Monetary Fund - on the next tranche of a 130-billion-euro ($170-billion) loan package, its second bailout since 2010.

Without the 31.5-billion-euro tranche, Greece says it will run out of money by the end of November.

Many Greeks say they cannot take more of the wage cuts and tax hikes that have left a quarter of the workforce jobless and slashed the country's economic output by a fifth.

Ties between the Germany and Greece run deep. Thousands of Greeks came to Germany after World War Two as "guest workers" to help rebuild the shattered country and more than 300,000 Greeks currently reside there.

But relations are also clouded by the atrocities Greeks suffered at the hands of the Nazis during World War Two.

Samaras' own great grandmother committed suicide when she saw Nazi tanks rolling down the streets of Athens after Germany occupied Greece, flying the swastika flag from the Acropolis.

Greek President Karolos Papoulias, whom Merkel will also meet on Tuesday, fought against the German Wehrmacht as a teenager, before fleeing to Cologne to escape persecution by the Greek military dictatorship.

BOTTOMLESS PIT

The crisis has revived long-dormant animosities, with Greek protesters burning effigies of Merkel in Nazi gear and German media playing up images of lazy Greeks keen for German cash.

Relations hit a post-war low early this year when Merkel's finance minister, Wolfgang Schaeuble, likened Athens to a "bottomless pit" and proposed imposing a European "Sparkommissar" on Greece to control its finances.

In addition to her meetings with Samaras and Papoulias, Merkel is also due to meet with Greek business representatives.

The timing of the visit, showing Merkel very publicly with the new premier, suggests growing trust in the Greek leadership under Samaras, after a litany of broken promises and stalled reforms under the previous administration.

But she is not expected to offer him any concrete promises of aid or other concessions before the "troika" publishes its latest assessment of Greece's reform progress by early November.

"The average German voter is irritated at the thought of dispatching more taxes or savings to feckless southerners, yet is desperate for the respect and goodwill to Germany that comes from public displays of magnanimity," said David Marsh, chairman of think tank OMFIF. "When Merkel flies to Athens, she's showing she's in charge, and she cares.

True story: The reason why I became a writer is because I was heavily influenced in my youth by Edgar Allen Poe's work. His classic poems and short stories captured by pubescent imagination with tales of horror and suspense. I own several of his collected works as an adult, so it was no surprise that I was compelled to download the iPoe Collection as soon as I learned of its existence. The free iPad app serves up just a handful of tales?"The Oval Portrait," "The Tell-Tale Heart," "Annabel Lee," and "The Masque of the Red Death"?but it uses the iPad's audio-visual muscle to bring freshness to the well-known stories.

A Descent into Madness
You start, naturally, at the home screen which drips in the macabre?a black cat, crow, skull, and tombstones populate the area. There are options to change the language (English, French, Spanish), write an App Store review, follow app developer Play Creatividad S.L., on Facebook and Twitter, or drop a line via email. You can also check out a brief Poe biography or flip though a sketchbook that contains additional illustrations. These sections have enabled light user interaction?you can flesh out the sketches by swiping them and adding color, for example?but the bulk of it lies in the actual Poe stories.

Tapping the arrow keys on the largest tombstone cycles through the stories; tapping the story's icon loads the tale. You page through each story as you would a book (each page looks like it was written on browning, ancient parchment), but iPoe Collection adds multimedia to the mix to enhance the reading experience.

Attempt to Adjust the Picture
Sound is used to enhance the insanity that is "The Tell-Tale Heart"?rumbling, eerie music plays throughout, and a heartbeat pounds as the crime is being committed (and during the events afterward). Detailed, well-drawn animated segments are sprinkled in to highlight dramatic moments, but they're limited to just a few frames of animation?these aren't full-on cartoons, after all. On the upside, the pages load quickly, so you don't have to wait for a page to load before advancing.

iPoe also invites you to touch the images. You can rotate certain photos, flip through others, and drag items across the iPad's display. You'll quickly learn to tinker with everything you encounter. Not all the interactions are as big or creepy as dissecting a body with your finger, but they are well-implemented.

The app tinkers with the way it displays text, too, to heighten fright. When the narrator of "The Tell-Tale Heart" creeps into the soon-to-be-murder-victim's pitch-black bedroom, the pages go black with white text. On particular page has just a few visible words?the rest is swallowed by the blackness. When you use your finger to swipe away the blackness to see the rest of the text something...appears. It gave me a legit startle my first time through the story.

Closing Narration
iPoe Collection takes classic Edgar Allen Poe works and gives them a new life through deft multimedia implementation. The app does a fine job of conveying dread; so much so, that my main complaint is that there are just four stories available at the time?I want more! Thankfully, additional stories are planned. It's a minor nitpick, really; Poe fans will find this free app one that's worth a download.
