House GOP have backup on payroll tax (AP)
WASHINGTON ? In an abrupt about-face, House GOP leaders announced Monday that they are willing to extend the two percentage point cut in the payroll tax through the end of the year and add the approximately $100 billion cost to the nation's $15 trillion-plus debt.
House Speaker John Boehner, R-Ohio, Majority Leader Eric Cantor, R-Va., and GOP Whip Kevin McCarthy of California said the House could vote on the payroll tax measure this week, but that the fate of unemployment benefits for millions of the long-term jobless and efforts to forestall a scheduled cuts in fees to doctors who treat Medicare patients would remain in the hands of a House-Senate negotiating panel that's looking for ways to pay for them.
The GOP statement came after intense talks this weekend failed to produce an agreement. Republicans were pressing for pay cuts for federal workers and requiring them to contribute more to their pensions. They recoiled at a Democratic proposal to raise Transportation Security Administration per-ticket airline security fees.
"Democrats' refusal to agree to any spending cuts in the conference committee has made it necessary for us to prepare this fallback option to protect small business job creators and ensure taxes don't go up on middle-class workers," the GOP leadership statement said.
Without action by Congress by the end of the month, payroll taxes will rise for 160 million Americans. The two percentage point tax cut delivers about $20 a week to a worker making $50,000 a year and a tax cut totaling $2,000 this year for someone making a $100,000 salary.
Democrats were encouraged and said the development could break an impasse over the payroll tax proposal and the other expiring provisions.
"We've been making the point that when (it comes to) tax cuts for folks at the very top, the House Republicans went to great lengths to change their rules to say you don't have to pay for those," said Rep. Chris Van Hollen, D-Md. "And yet they've been saying that when it comes to a short-term, 10-month payroll tax cut for middle-income people all of a sudden you have to pay for it."
"This is a major step forward in these negotiations," said Sen. Charles Schumer, D-N.Y.
But Democrats also warned that decoupling the payroll tax from the larger legislation could jeopardize efforts to renew the jobless benefits and the fix to the Medicare payment formula.
"It's completely irresponsible to leave behind nearly five million unemployed Americans whose benefits will expire and 47 million seniors and disabled Americans whose access to health care would be jeopardized," said Rep. Sander Levin, D-Mich., a member of the 20-lawmaker House-Senate negotiating panel.
"There is no reason all three of these priorities cannot proceed at the same time," said House Democratic Leader Nancy Pelosi, D-Calif.
The GOP move reflects a desire by party leaders to avoid a political hit if the payroll tax expires at the end of the month. And it would avoid burdening businesses with uncertainties regarding their payroll systems. On the other hand, jobless benefits lapsed for several weeks in 2010, and delays in adopting a so-called Medicare "doc's fix" can be dealt with by delaying the processing of Medicare claims.
"It is prudent for our leadership to take whatever action is necessary to ensure American workers are not hit with a tax increase on March 1," said Rep. Dave Camp, R-Mich., the lead GOP negotiator.
The White House did not embrace the House leadership idea.
"We are willing to work with them to offset it in a responsible way," said White House Press Secretary Jay Carney. "And we expect Congress to get its work done and to extend it ? the payroll tax cut, unemployment insurance and the doc fix."
The move by the GOP leadership still would leave it to negotiators to come up with $30 billion or $40 billion in deficit savings to extend jobless benefits averaging about $300 a week to people who have been out of work for more than six months. Republicans have pressed to cut the number of weeks from the maximum 99 permitted under current policies and economic conditions down to as few as 59 weeks. They also are pressing to require people receiving unemployment to enroll in GED classes and allow states to condition benefits on the passage of drug tests.

Energy saving house | Home improvement center
Energy saving can be started from our own homes. Building or renovating a home should not simply concerned with mere style, but there are tips for environmentally friendly homes.
There are several options that can be done to make homes energy efficient. Here are some steps you can take:
Lighting with high efficiency
On the market sold that claim energy saving lamps. These lamps are worth relatively expensive at initial purchase, but do we ever think about the cost of his life? Poor quality lamps must be more frequently damaged and requires replacement, and that means spending money, right? So when shopping for electronic equipment, try to choose a really energy efficient.
Lighting the sky and daylight
God gave the gift of the sun and the sky that can serve as a source of light in the morning until late afternoon. There are two strategies lighting, side lighting and top. When applied to planning and good design in our homes, it is not possible to replace the function of the electric light and ultimately save on electricity costs.
Shadowing outer space, the building skin and ventilation
Buildings with leather which has a value of thermal conductivity of the barrier will greatly affect the comfort room. Likewise with imagery openings, glass, and its implications with the same core thermal comfort of residents. We must remember the hot sun affect the temperature of space in three ways: conduction, convection and radiation. Materials selection and design imagery and good ventilation openings will be implications for the comfort and energy, especially when we are using air conditioning or fan.
Cool roofs
It is rather strange to hear this term. The purpose of this term is the roofing material which has a thermal conductivity value of resistance is quite large and has the ability to reflect heat. Roof covering of ceramic material or a very good ground for comfort in the room temperature. Moreover, when added to the use of aluminum foil sheet that is mounted under the roof covering. This point is related to the use of electricity for air conditioning, so the AC does not work hard during the day.
High-efficiency household appliances
This point is not directly related to the physical building, but very influential with the cost of electricity that we spend every month. Now the choice of brand and specifications of the various household items. Choose energy-efficient power that has a lighter life cost for operation

For Romney, a new strategy after a Santorum surge

WASHINGTON (AP) ? Republican presidential candidate Mitt Romney is casting himself as a strict conservative as he looks to reset his campaign following three losses to rival Rick Santorum.
The former Massachusetts governor has spent this campaign focusing on his business credentials and downplaying his ideology, four years after he failed in his attempt to win the GOP nomination by running as a social conservative.
"I was a severely conservative Republican governor," Romney told the Conservative Political Action Committee's annual gathering?Friday in a major speech that, advisers say, Romney viewed as an important campaign moment ? a chance to speak directly to the conservatives who rejected him in three contests last Tuesday.?
The speech represented a?full-throated insistence that he is conservative in both record and background, a message he sought to send as he worked to convince the GOP's skeptical right flank that he is?acceptable as the party's nominee.
"My path to conservatism came from my family, from my faith and from my?life's work," Romney said.
He's working to gain trust from the activists who?make up the GOP base and who drive the Republican primary contest. They view him skeptically because of his past shifts on a variety of issues, including his previous support for abortion rights.
Conservatives generally view Romney's chief rivals?? Santorum and Newt Gingrich ? as having views more in line with their own.
Romney's new message comes as he's trying to prove he can win over a broad spectrum of Republicans. He has yet to win a majority of GOP votes in any of the contests he's won so far. And he's looking to emerge strongly from Super Tuesday, March 6, when 10 states hold nominating contests.
In offering the defense, though,?Romney drew attention to the problem he's faced throughout the primary contest.
"I've never heard anybody say, 'I'm severely conservative,'" conservative talk radio host Rush Limbaugh said Friday.?
Romney's conservative opposition remains divided ? the former House speaker has won one state and the?former Pennsylvania senator four. But Santorum is suddenly threatening Romney's dominance in states where his team had previously felt comfortable.
This week, Santorum won contests in Minnesota, Missouri and Colorado. While Romney's team decided not to compete in Missouri's nonbinding primary and acknowledged early that Minnesota might pose problems, they were much more optimistic about Colorado. Romney spent several days campaigning there ahead of the caucuses, but his team spent just $32,000 on TV ads in the state.
In a sign it's nervous about continued losses, Romney's team abruptly added campaign events in Maine, where voting finishes?Saturday. He'll visit two caucuses?Saturday morning, and he?held a town hall there Friday night ? his first event taking questions from voters since he campaigned in South Carolina in January.?
There's evidence there that problems have taken root in the weeks since then. Romney had to field questions about his comment that he is "not concerned about the very poor" and about a Swiss bank account on his tax returns.?
And now, Romney's team is preparing an aggressive push against Santorum in?Michigan, the state where the former governor was born and where Romney is a household name ? and where his advisers had hoped for an easy victory. Romney's?father, George, served as governor of Michigan and chairman of American Motor Corp. before mounting a failed bid for president in 1968.
Romney all but ignored Santorum ahead of this week's contests. Advisers say that will change this week, when the former Massachusetts governor and his team will hammer Santorum's record on union issues during his time serving as a senator from heavily unionized Pennsylvania.
Santorum joined a filibuster of a national right-to-work act and voted to defend legislation that sets pay for public sector workers. He defends that record as an issue of states' rights.?
Romney has also planned a more aggressive campaign schedule in Michigan in the coming weeks. He will hold events in Kalamazoo and Grand Rapids on Wednesday and stay in the Midwest through the end of the week. He's likely to spend some time campaigning in Ohio, which holds its primary?on March 6, Super Tuesday, and is the first Rust Belt state to hold a nominating contest.
Romney also recently moved a speech at the Detroit Economic Club from a smaller, indoor venue to Ford Field, where the Detroit Lions play football.?
Looking ahead,?Romney's key advantage is money. He and his allies, the super PAC Restore Our Future, have spent a combined $25 million on TV ads to date, helping to drive wins in New Hampshire, Florida and Nevada. That dwarfs the $7.1 million Gingrich and his allies have spent on airtime and the $2.5 million Santorum backers have shelled out.?
Still, Romney is facing a crush of primaries and caucuses?on March 6, when his financial edge will be tested. He plans major fundraisers in California and Texas in the coming days.??
And he could always add to that himself.?The former Massachusetts governor hasn't said if he'll contribute any of his considerable personal fortune to the campaign. In 2008, he spent $45 million.
